The site already says its a rerelease on 3ds coming out on October 8th unless I'm missing something.

What Duckroll thinks it is is what would be the most logical assumption, but I also don't see why they'd be announcing it now, presumably as a means to promote the Atlus Best Collection release. It doesn't make sense unless, like people are suggesting, they have some type of upgrade process in place for people who already own SMTIV.

It's not even getting a week long countdown or a livestream. I don't think Atlus consider this to be especially major.
I know, right? Seems like such a no-brainer. Lol.
Like I said, I was going to get one last year but then they announced the n3DS so I held off. And when that finally came out in NA the pricing (and the charger being sold separately) kinda put me off so I put the money towards a new GPU instead.

If this is a updated SMT IV with new content then maybe the additional content it will be available as DLC for current owners of the game, therefore not hurting sales of this best price version.

Of course it is. This is why it is not so useful to release it on the same console that had the original. They will grab more sales on Vita for example. At least this is my humble opinion.
Maybe like a Persona 2 innocent sin and eternal punishment type of thing is what i was thinking
Provided you do the sidequest after the alignment lock for him in Neutral or Chaos, he already does

I honestly thought that the story of IV was the weakest in the series. That's just me though.

I'll stick with the Enhanced edition theory. Offer a digital upgrade for current owners priced at the difference between the budget edition's price and enhanced edition's price, and release the cart in 6 months or so.
