Uematsu peaked at VI. He was pretty good up until The Last Story's final boss theme though, then he jumped the shark forever.
Not having played the game I went to listen to it out of curiosity. Eeesh.
Not horrible but I'm not sure what effect he planned on having with that phasing synth. Not terribly coherent either. Honestly, it sounds like something I would associate with Kingdom Hearts gummi ship sections, not at all something like a "final battle". And what in gods name are those wailing sounds?

I agree. I think Roses and Wine is an underrated track, too.
Nothing can beat the XIII-2 OST. Okay, i'm only half-joking here. It's surprisingly good for being the most unorthodox OST of the entire series. And the best thing to come out of the XIII trilogy.

FF7 runs it close, though.
FF7's melodies and compositions aren't as strong as those in 4, 5, 6, or 8 (or 10, even).
What really holding FF7's ost back though is the low quality synth used in the arrangements, though.
yeah I don't know, the vocals are pretty terrible imo. paradox and that final boss theme are good though, as is that stupid ass crazy chocobo tune.
Balamb Garden - Wow at that soothing atmosphere. I close my eyes and see students playing Triple Triad. So good.

I think one thing that FFVII is sorely missing is a comfy, homely town theme like Fisherman's Horizon or Dali that the other two PS1 FFs had.

The vocals weirded me out at first, but they grew on me as I was playing through the game. They seem off (I wouldn't call them 'terrible') because English is not the singer's first language. And I respect that they had the courage to keep the vocals for the in-game version of the songs.
Agreed. Anxious Heart is incredible. I used to listen to it on loop when coming back from college late at night. Really fitting with the almost empty subway and streets.Final Fantasy VII - Anxious Heart <<< The GOAT
I'm not a musician so I don't have an ear for these things, but that motif is all over the place in Uematsu's work (including FF8).
