I'll make it short and sweet. There is a lot of behind the scenes BS that happens at young ages before players turn pro (and even in the Extraliga with teams not playing players in the past). If any young player in the CZ is getting short handed because their dad won't bribe the coach for ice time and they know that they are possibly good enough for a professional future (not necessarily NHL, but just any pro league where you could make a real living) then I wish for them to go and play in North America where development will likely be less corrupt.

So with actual development of young players being shitty, we then have a situation where the upcoming generation doesn't have as many quality players.

Well I hope the situation improves. In terms of licensed players you still have actually more players than Finland, Sweden or even Russia so with the right junior programs you should still be one of the top nations in hockey. Considering how few competitive nations there are in hockey it would be shame if Czech team declined more.
