Wouldn't games running a 4k resolution play at like 4 fps?
4K video output support feels rather irrelevant to me when it is likely almost all the games will output in 720p/30fps to actually get the most they can out of the hardware.
Yeah it would be the most insane amount of wasted money that could happen in video games, even more than 3D. We can't even get most devs to shoot for 1080 because they want more particles and textures.

I imagine the reason it has it is because AMD's 7000 series supports 4K, so the feature exists even if no one uses it.

No. I think the market for 4K TV's will be very niche. Until broadcasters make plans to provide content and start delivering 4K content no one outside of videophiles will bother with 4K tvs. IMO, 4K bluray isn't compelling reason to upgrade for the general public.
Technically, its only 2 times 1920x1080p.

If a videogame aims to do a subpar 4k at 30fps, it probably means it can do a decent to good 1080p at 60fps.
