Well it does not exactly say that, it suggests that the trailer should not have been released in that form.

depends on your pc ;P. But this was probably "produced" on a pc by turning certain stuff on and off..
We've already seen the PS4 version which looks heaps better than this ffs.
It is confirmed by looking at the video with eyeballs that can see.
Come on people...how is this still a thing?

I was just playing it earlier.
If that is the current gen/WiiU version it looks comparable. Better blurring effects going on, and generally better texturing.
I somehow read that as GTA5. You are right.

So it's current-gen footage? At least we now know the game will look like absolute ass on the PS360. It'll justify my PS4 purchase that little bit more.

The placeholder texture on the garbage truck side kind of tells me this is a dev build and nothing else...
Then you didn't play GTA4 on consoles. Even on PC with better res and textures still looks bad. It is mainly due to lighting system in GTA4 which is horrific now but it was quite good several years ago.
What did happen with diminishing returns ?
As indicated by the tweets linked to in OP, this isn't even representative of the current gen version.
And from what I've been told, the marketing dept fucked up badly on this one.

GTA IV definitely hasn't aged well. I bought it for 5 from the Steam sale and I still don't feel like I got my money's worth out of it. Even on highest settings the game still looks like crap and the character animation and voice acting is underwhelming.
Watch_Dogs should look better than GTA IV and way better than that trailer on current gen consoles. I suspect some major graphical settings were turned off when this build was running. I'm getting the PS4 version, though so I don't really care.

These few seconds are probably from the next gen version, the rest of the trailer is from another not-next-gen-not-current-gen version of the game. It's a badly cut trailer.

It's not the last gen versions, looks too good for last gen (DOF and stuff). It's not the next gen versions apparently according to developer... so it's... Wii U? Or what.
