Well that's real simple. PC only players would need to wait years after to play Sony exclusives. Buy a PS5 and play day 1
Not to mention many PC players aren't financially challenged, if they can afford a console and want a certain game, they are going to buy it.

PC players would simply wait than play it on a different platform.

Not everyone cares about platform loyalty.

Sounds as a too high number of new users. I mean, if they would keep this until the end of the generation and (something won't happen) they convert all their PS4 users, it would mean that PS5 would end selling at PS2 numbers.

Just having 2 exclusives might not be enough to hit 19 million.
They have way more than 2 exclusives announced, and super likely will have more that still aren't announced. Plus in addition to this, they also will have a lot of superselling multiplatform. Btw most game sales are from multi, not from exclusive games.

Yes, but I was talking about smaller-scale projects like:

Rain
Puppeteer
Modnation racers
Tokyo jungle

And new ips.

Here’s what Yoshida said at the beginning of the PS4 generation :
Hermen Hulst said he's proud of their smaller and more experimental games like Dreams, Astro, Concrete Genie or Death Stranding and that they'll continue doing these kinds of games.

In addition to this, Sony now has Shuhei Yoshida's PlayStation indies, where they support, fund and market many small 3rd party indie games every year.
