A new handheld would have to have been in the making for a few years for it to be revealed now.
Can anyone explain to me better what does the other thing added by redblack85 in the OP tell us about this whole thing? It seems like an NDA for those patents, I think?

Basically to sell anything with wireless transmission hardware in the USA you need to get it approved by the FCC.
When they do the testing they put the details online for anyone to see. Like internal and external photos and user manual.
There's an option to delay the publication of certain info whilst getting certified.
This happens often with devices that haven't been announced yet.
What this looks like is that the report for the wireless chip in the Neo has been completed.
And some random blogger was like "this is a new Vita" and I guess Trinity because which at this point is as obvious as saying what comes after a PS3 is the PS4.
Nintendo fans are already in this thread getting anxious over it.

Sony has burned boatloads of cash in the past on far more questionable crusades than handheld gaming. Now that they are basically "the Playstation company", maybe, just maybe, they can give it another shot and beat Nintendo at their own game.

Based on this, I'd say both the Part 15 Spread Spectrum Transmitter and the Digital Transmission System would both be used on the same device, ie a next-gen PS Vita.
