Confirmed physical for EU regions on PS4 and Vita from the official website. NA PS4 physical for GE2 and Steam + Vita = digital only for both.

Oh, I thought people were already able to rip assets from Vita/PS4 games and the such. I admit I have not looked into something like that for titles coming from those platforms before, so I really don't have any clue.

Sure, but you'll still need to redeem GE:R somehow. Unless they pull another Digimon (I believe the DLC that came with the Asian copies worked on EU accounts) you won't be able to get GE:R.
