I'm wondering if I'm missing something here. Is this an "interesting choice" decision with pros and cons (and I'm missing what the cons are), or is it a no-brainer decision that should always be picked (or relevant appropriate policy)?
I'm not a huge fan of no-brainer 'choices', as the only interesting aspect of them is whether you remember to flick the switch.
EDIT: is there a 'demand' factor present for commercial sales? If you have a surplus of high-density commercial such that you flood the city with goods and nobody needs to buy them, would there be a point where the cash increase from double sales is outweighed by the per-building upkeep? This is with the assumption that you're not neglecting your Res/Com/Ind bars, keeping the 'correct' ratio such as the bars indicate.
