Never seen the point of donations on Twitch (That's just me). He deserves everything he get, He knew exactly what he was doing. The streamers are a just as daft, as I would be suspicion of donation's over $20 and not touch it for a while. You would'nt spend a large amount of money deposited into your bank from unknown sources

So I think that this guy will still end up getting his money back as the credit card company will fight it for them.. It's not that uncommon and it's hard to fight credit card companies

Many, many banks aren't suspicious of PayPal transactions, even in large numbers.

To link a card/bank to PayPal you need to have access to a person's online bank account, physical phone (as almost all banks have ID verification through a text or phone call when you log into a new computer), and the person would have to not notice the two charges that PayPal charges when linking accounts.

Much more difficult to do PayPal fraud than just swiping a card number.
