Xenoblade has to take the cake for me. The novel structure of the world, combined with the superb art direction, led to some spectacular results. Each new environment dropped my jaw more than the last.
Here's a 14 minute environment porn video from the game (minor spoilers): https://www.youtube.com/watch?v=iAYBui5ghJ0
This is one game that I would really, really like to see remastered in HD.
El Shaddai
Mark of the Wolves
This is a wonderful thread. All of the games I thought of have already been posted and I have really enjoyed reading and seeing all the suggestions. I would also add some of the levels of LittleBigPlanet are quite enchantingly beautiful. I would be grateful if anyone has screenshots.

No mention of Guild Wars 2?!
Definitely one of the most graphically stunning game I've encountered in recent history. Game looks like a gorgeous and richly detailed painting in motion with incredible environments, a beautifully and uniquely styled UI and amazing detail on even the most trivial NPC's.

This is the first game that comes to mind:
Killzone 2. Incredible blend of 1940's Nazi Germany with futuristic sci-fi, backed up by top tier graphics. To this day I think this is the finest looking game on the ps3 and the best way to show off a HDTV.
As far as 3D goes I would also go with Journey. But for 2D, the most beautiful game to me is Sword & Sworcery. I love its use of colors throughout the game as well as it's overall design.
Proteus is another one that I would consider as one of the most beautiful games but I know I'm definitely in the minority with that one.
First one is from Witcher 3.please by all means, keep posting indecipherable screenshots without the name of the game ...

Those Mark of the Wolves stages are incredible. I remember being very impressed with the Witcher 2 and for 2D, Irem arcade games in general spring to mind:
The Witcher
Wind Waker, Chrono Trigger, REmake, Final Fantasy IX, Castlevania: SotN
Honorable mention: Chrono Cross
I'd love an HD game with this art style, bring back the colors!
