Wait, so I got it the wrong way around. It's spektar class items that DON'T count towards the exotic quests. Now I'm confused as to why I'm not gaining progress in the quest.
I'm using High Command Bond, Amalthea and Crown of the New Monarchy.
Any ideas?
EDIT: So they fixed the spektar problem and didn't think to do whatever was necessary for the RoI items. So you can't even get around the problem by buying the vendor item like previously. Bollocks.

don't know about raid loot, but exotic engrams definitely decode at 399 and 400 if you are 399.

Voidwalker, fist of havoc, sunbro (the melee perk on super is great) nighthawk gunslinger. Those are all pretty reliable. Nighthawk goldy is the best.

someone was saying that FoH can knock the captain off-screen, who then reappears at inopportune times....
edit: but that may have been Aksis capt's.

Funny enough I was running double Thermite grenades last night. I was in the middle on Vosik so throwing them down where the adds land was great to weaken and kill them and get health back with Cauterize.
Thanks guys. I was running Hammers last night but Forgemaster, I'm wondering if I would have benefitted from running Sunspots instead. I did have to use quite a few Hammers on those Vosik Captains whenever my Dark Drinker was low (synth on cooldown).
I will try Fist of Havoc next time because I'd like to not have to carry Dark Drinker if I can help it and be able to instantly delete those Captains with a Super. Figured Flashbang + FoH should kill them instantly.

Jayforone, you are my lucky charm! Lol. Just got my god roll Saladin's Vigil I've been hunting for 4 hours.
When I wasn't running drinker I used grenades and a launcher. Throw the grenade and shoot the rocket. Usually takes no more than two to kill him. With the raid gloves, there will be plenty of heavy ammo laying around.
Finally got myself two 400 artifacts from forge. Now I need 400 heavies.
