Although the rating system is technically voluntary, nearly all video games are submitted for rating. Many retail stores prohibit the sale of unrated video games and the major console manufacturers will not license games for their systems unless they carry ESRB ratings.

GOG version is said to not be censored regardless of what happens to Steam/Retail.
I guess Steam has a policy of no AO games (makes sense since, well, I never saw one)? It would seem trivial to have an AO version and a censored M version if need be.
Still, TW1 was censored at first but for some reason the newest versions are not, guess ESRB changed their mind or didn't care, or may CDP self-censored it at first then changed their minds.
