I don't get how people here can't separate what was concept to what is reality, or making this out like Ubisoft pulls this every time. AFAIK, the only two instances that come to mind are this and likely The Division. RB6 Patriots might have made the list too if it weren't for our knowledge on the issues with its development.
As far as the demonstrated IQs of the demo, it's been clear since the second showing that it was what Ubisoft wanted to achieve rather than what the actual product was. Which, for those with long term memory issues, is nothing new to this industry or exclusive to Ubisoft.
What was shown at E3 initially probably wasn't CGI. Ubisoft's team were able to construct an isolated environment that could exemplify each element, so long as they kept to a specific path. More or less scripted as we've long suspected. Once the full game was taken into account, much of it had to be 'downgraded' to deal with everything else in the city, having A.I. be able to react in their own way, and pretty much everything that comes into account for a full product, let alone one that is open world.
Edit: Ubisoft should be more clear on what that demo was, but many of us have been here long enough to be able to differentiate between these things.
