A game having a retail entry doesn't necessarily mean it's going to be steamwokrs, just that there are mechanisms in place to make the game registrable on Steam.3chopl0x said:

But like I said, it's addictive. You start out with a single ship doing the whole buy low sell high thing. Then you get more ships and set up automatic trading routes. Then you start building homes and businesses in towns. Then you start running for political office. Then you're making major decisions that affect the whole region. The way the focus keeps expanding while staying grounded in trading means you can lose hours at a time doing the proverbial one more thing.
I'm going to pick up the DLC this weekend but since I haven't tried it yet I can't comment on it.
