That's 58 minutes of a 87 minute conference, or since you like using percentages, 66,7%.
These are facts.

MS had just come off that year where they sold more that Sony & Nintendo worldwide for the first time in Hardware.
Kinect was only on the shelf for 7 months and they broke the guiness book of world records
MS did not have a handheld like 3DS or Vita to announce. Nor did they have a Wii-U to show off.
It's simple they promote 1st, 3rd, Kinect, and XBLA games. They also show off what is new on XBOX Live.
The results of that E3?
- All of the first party sold over 2 million
- Kinect sold a record 1 million stand alone in 24 hours on Black Friday
- Four of the Kinect games shown on stage that year sold over a million copies
- The one XBLA game Minecraft is at 6 million sold to date
2012 conference MS didn't have to promote Kinect with the same agression
They simply chose to demo Wreckateer & instead of Harmonix guy and dancers, they used Usher who worked on the game and he performed the song and choreography of Dance Central 3.
Fable: The Journey regressed from a demo in 2011 to a trailer in 2012 (Wasn't a wise decision and even Peter who was now on the GT panel questioned that move)
Fast forward to 2013 and even Sony is using a big time dev of their to promote Move.
MS absolutely needs to promote the hell out of Kinect 2.0 initially if it really is a significant jump from the original.
But, like always it will be a part of the overall package of the console as it should be.
If the rumors of mandatory Kinect for the console to work turn out to mean calibrating Kinect before you start then like the fake hype of Always online it will be a non-factor when debunked at E3.
If MS fumbles the ball after Nintendo left the door wide open, then they only have themselves to blame.
