I agree that games could improve on this, but in this case, he's wearing a dress shirt that looks to be tucked in. There's not much hanging the shirt could do. It folds/wrinkles really nicely, though, unless I'm seeing things.

Nadine Ross is the owner of a South African security company, giving her a near endless supply of mercenaries and weapons.
That's what I going from, although it's possible that she only owns a South African based security company but isn't South African herself.
As I said earlier, she sounds like she's going for an afrikaans accent which is much more typical of white and mixed race South Africans. She does actually look like she's mixed race to me rather than black which seems to line up with her name also. It's not really a great accent either way, to be honest.

there's a history of racism tied to white people playing black people, at least here in the US there is. If ND's best attempt to further diversify their cast is to have a white woman play a black one then something went terribly wrong somewhere in that process

See, I agree with the argument re blackface, but the contention here is that there are studies showing that blackvoice and blackbody aren't a thing.
Not a huge amount of them, and they're correlational in nature - but basically you can't judge ethnicity by voice. And you can't judge ethnicity by body shape (removing hair and skin colour). So by bringing ethnicity into the discussion, you're actually bringing a prejudice into the discussion (arguably).
It's not the same as blackface. There is no difference in the voices of black people or white people or people of any other ethnicity - you get voices of every timbre and quality in each. Similarly you can't tell ethnicity by a body shape - and arguably in Motion Capture all that's being captured. Body shape and movement.
But I entirely see where the detractors are coming from.

it's more that a person of color wasn't given the role. Persons of color already have it hard as it is in the entertainment industry, giving the role to a white person comes off as wrong knowing that and given, again, the incredibly racist history wrt white people playing black people
i honest don't know what their goal was when they decided to have a black character in the game, tbh. I assumed it would be to diversify their cast but given that they have a white actress playing her I cant make heads or tails what they had in mind when it comes to her.

I totally understand. Politically it's not very fair and is arguably a continuation of a problematic culture. But at least Naughty Dog have a good track record of recruiting people of appropriate ethnicities to portray characters of the same ethnicity (Marlene, Sam, Henry at least).
PS is she a purely caucasian actress? I presumed she was an ethnic mix, just based on a snap-judgement of her facial structure.
