The new partner characters have Pokemon from Diamond & Pearl, while the rival has a Pokemon from Sun & Moon, so, if anything, this would suggest a Gen 4 remake, because otherwise that seems rather random.

They were replaced a long time ago, but this movie is a remake of the first season that seems to be replacing them as Ash's partners even back in the beginning. There's a clip that shows what looks like a gym battle though, so they probably still will briefly appear there, just not as main characters.

For like the first 30 or so episodes. Then Brock's shtick started the grate while Misty got all the personally slowly drained from her as she became the prototype for all female companions to come. Still the best companions, though.
