I am pretty sure that it is protocol to first speak with the individual if possible and determine if the reports are true. The guy was a psychopath so I am sure he was able to mask his craziness when the police spoke to him. If he seemed completely normal in person, I don't think they could have entered his apartment.

I am still disgusted. The internet doesn't give people a free pass at being deplorable human beings. I've been banned twice on NeoGAF for dumb comments. They didn't add to the conversation and after a good thought, I had to relearn how to articulate. As a result, I've gotten better at getting my point across respectably.
Some communities are just better at policing than others. The ones that police often are the ones that result in better curated communities.
