Broken Steel was only a good piece of DLC because it raised the level cap. The actual content in Broken Steel, I found, was lackluster and boring. All of New Vegas' DLC is amazing, but Old World Blues especially. It's my favorite DLC ever. Tons of content as well, I think I got a dozen hours out of it and still missed a couple areas.
