Yes it's true that Nintendo can do all of these things, in addition to having Mario appear at Rio. With that said, Nintendo has been all but absent this past year. It's quite common to hear the refrain that Nintendo is "taking a gap year" or "asleep at wheel". So, in the absence of any concerted marketing campaigns what we have instead is Mario showing up in the Rio closing ceremony. This just makes it look like Nintendo has its priorities really out of whack.

And anyway the handover piece from Japan would have been entirely paid for by the Japan Olympic bid/government. Nintendo wouldn't have paid a single yen to get Mario in there.

Call me cynical is you like, I just don't have allusions about the apparent sanctity of the Olympic Games. Nothing happens at the Olympics, even the chosen location, without careful consideration as to how the International Olympic Committee would best profit from the choice. So, Nintendo needed to play ball if they wanted Mario in the closing ceremony. An interesting idea that will get Nintendo a lot of coverage, but given the context of the WiiU's barren release schedule and the NX's absence it's still an inefficient use of resources.
