I think the movie could have been written in a way for Sharon too take over the role. She has a pretty similar skillset and was already spying on Steve so she knows he wouldn't do something bad.

Yeah I've always held the idea that Sharon was meant to have Natasha's role in early developments of the movie. I'm pretty sure it was said by the actress Sharon originally was meant to have a much bigger role.
