i get why people are mad. there's severe controversy over white people emulating black hair styles, and it often feels like white people only embrace certain elements of black culture when it suits them to do so.
but at the same time, you've got to respect personal agency to do what you want with your body (and by extension, hair).
there's no real right answer, but harassment isn't it. getting indignant over a haircut is kinda ridiculous.

I'm not sure why you're equating "understanding" with "justifying". Understanding is not justification, it's just...understanding. It's acknowledgment of where a group is coming from, why they feel the way they feel, and why they unfairly attacked her. It's not justification, it's not an excuse.

What hurt and pain are you talking about? I've seen lots of white men and women (some examples which have already been posted) have braids, and no one said a word. Unless I'm missing something within black culture (which I am black BTW), I don't see what the problem is and why people would be angry that a little white girl is wearing braids.

Nobody is defending what was done to the girl. It was an atrocity, that's all there is to it.
