You can definitely make non-stripper realdoll modded females, it just requires a lot of patience to shift through the millions of "skimpy" armor sets to find something that doesn't suck.

Apart from looking better just coz ME3 is a newer game, she looks exactly the same except she has her hair down.

I think the weird part was her drastic cup size upgrade from 3 -----> 4. Kinda made things hard to take seriously.

Her Gears 3 face looks a lot more like that than the Gears 1 model does. It just seems more like a case of their modeling improving over time than them deciding to make her prettier in Gears 3.

Ubisoft have some great minds at work.
The hotpants are fine and she had them in 3 as well I think. What you see that looks like a skirt is just a lot of pouches holding her ammo.
The problem is that they enlarged her boobs, had them jiggle, gave her a smaller shirt, overtly sexual posture(her and Trish really shove their chests outward) and placed camera angles that emphasized her breasts and ass. There is also the fact that she doesn't really serve a purpose in the story and is just there because boobs.

I think a lot of it is a matter of technology. As tech advances we get more realistic/human and thus sexier characters.
Let me elaborate by using Sarah from Virtua Fighter:
