Capcom stated during EVO that the DLC can be unlocked by playing the game or by buying from the store. At most this'd be an early unlock as I posted previously.
This game is coming to Steam, been stated since Day 1.

Gameplay dlc, updates, characters and so.
Costumes are going to be under payment.

In which case they'd just be a quick unlock in this case

Cosmetic DLC won't be able to be unlocked with fight money, I can tell you that for sure. Any game like this anything gameplay-related can be unlocked with the in-game currency but anything like skins needs to be bought with real money. League, Heroes of the Storm, etc. all do this.

Dota 2 is the only exception since you can get items as drops. (albeit at a very low percentage)

I'd fully expect that these will be some of the costumes that they let you earn with fight money. Although there will likely be an exclusivity window for them.

Pretty sure Capcom has been stressing that all gameplay related DLC will be unlockable in-game. So people will most likely have to fork over some Bison dollars if they want any of these costumes (which I am 100% positive will all be available regardless of platform, if not separately, then in packs, after launch).

Assuming that the PC version doesn't come after console one the gamestop costume will likely be the pre-order bonus and the others will be day 1 dlc.
