It could get disguised as something else. I can see heroin users buying these as a mark up thinking they're getting heroin. But then again, I don't know how these are being marketed or sold as, so I could be off base here.

There is no way this could be confused with heroin if some of the ingredients are liquids.

My guess is that they are solvents like alcohol (yes the alcohol you drink to get drunk is also a powerful industrial solvent) and they can help get chemicals past the blood brain barrier to create an even more powerful high. This is just me guessing though.
