There's a letter not included that David O'Neil was responding too, a Samuel Ramer. He seems to get the background OK, to consult the White House directly with no separate consent from the DoJ, as indicated by Scott Schools (Associate Deputy Attorney General). What people are responding too is the response O'Neil is giving that indicates some blockade from the Samuel Ramer, Acting Assistant Attorney General at the DoJ. O'Neil's objections is that Yates should not be bared from discussing the very item she is testifying for in a public hearing.
That is if I am reading these responses correctly.

So basically, the DOJ said Yates should ask the White House on 3/24. Her lawyers promptly send a letter to the White House that day, and write that if they don't hear back by the 27th they will assume the White House has no claim against her speaking. White House never responded, so they can pretend they never told her she couldn't speak. Nunes then cancels the hearing later that day.

The sooner they all start to look like they're involved due to their inaction, the sooner they might start doing something about this to avoid being viewed as part of it.
Nunes looks guilty to the end of time. Ryan is starting to look suspicious by refusing to ask Nunes to step down. If we can get a small group from the House to start questioning Ryan's motives here, we're in good shape.

The letter is from th DoJ. It's not from the WH.
It says that as far as the DoJ is concerend she can say whatever she wants.
It also advises to contact the WH.
AFAIK the letter to the WH and the response (if exists) are not public.
It looks like no one is actually claiming that she recieved a reply from the WH frobiding her from testifying.
The post article is based on the speculation that cancelling the hearing was specifically done to block her from testefying. While it is a logical conclusion, it is still a speculation.
