Not to lead you to spoilers but on some site, they enhanced the whispers and wrote transcripts and it definitely makes sense that it would be ghosts. I remember reading them about a year ago thinking "who could possibly be saying this? One aspect that does make sense is I seem to remember it happening before seeing things like Smokey Walt, but even that isn't a ghost. Saying it was just smokey would have made more sense actually.
