XB1X will be phased out. You're comparing RDNA 2 vs GCN. RDNA2 is significantly more efficient, allowing for significantly better performance than a GCN GPU.
XB1X does not have a Zen 2 CPU or a SSD. XB1X will not be able to play games built exclusively for next gen that require a SSD and Zen 2 CPU.

The same reason MS sells a Surface Pro with a Core i3, 4GB of RAM and a 128 GB SSD. Price. They want a cheap upgrade path for One S and X owners. There's tiered SKUs for every product under the sun. Why not consoles? Not every gamer has a 4K TV with HDMI 2.1. This is one of the bizzare thing about gaming market and it's especially apparent with new console launch. yep @1.825 Ghz = 4.6724 CU’s with 4 disabled for yields.
