Has it ever been stated what platforms the FoxEngine was developed for?
"Rather than making something cinematic, [I plan to] make something very free." Kojima told CNN of his new game, in late 2011. He went on to describe the game as set in an open world, in which players are free to explore. Kojima expects players to be able to find content even after 100 hours.
PC, PS3, 360 and Vita I believe.
Does Kojima even have the balls to do something this bold and interesting anymore? Nowadays, he seems determined to retroactively redeem Big Boss at any cost.

They were adding tessellation to the engine, so it's at least somewhat DX11 compliant.
If it's Fall 2013 though, a brute force port over of the PC version would work for a cross generation game.

If real I'd expect an open world MGS3 style survival game mixed with the resource + soldier management and base building of Peace Walker. Doesn't necessarily have to mean "open warfare" or "modern" in the way I think you're implying.
