There's no error, it's how the lighting works. If you watch the cutscene the sun is heavily approaching dusk intensifying the bloom from the west. Maybe the would have better textures to reflect from the lighting but the original E1 made it look like it was in the morning/midday. A better example would be Journey:
Notice the silhouette has the colors muted against the intensifying light. That is what we're observing here.
I know, but... the problem is that the way it's portrayed in Journey has the player's view against the light, hence why we only see silhouettes, mostly, and less details (regarding the texture work). Although in the UC3 bus scene, the light in the final version seems to be going for a late-afternoon setting (maybe not as close as the dusk setting you were hinting at), in which the sun is at the right side of the bus compared to the E3 trailer's version of the lighting (then left).
The way the bloom was used in the final version doesn't fit at all with the more "natural" lighting ND was trying to aim for and it also doesn't work with how it is used on Chloe's face, which also seems to hinder Chloe's shaders for some reason (most likely the same shaders used in the E3 trailer), hence why the lighting in the E3 trailer works better only for the time setting (late morning between 9h30~11h am). You can observed in the picture below how I was seeing the possible changes to the lighting if they were to rework that scene...
